Tax rate is rounded up in ecart

Okay - I have the force decimal place checked and I entered 2 for the places. I went back to check and it went back to 0 so the interface is not keeping the placement of 2.

Where do I find it in the code to make the change - is it on the cart_VB.asp page in the eCart folder Database or definition?
