I get this message after moving the code block and saving the template.

You have added or changed code outside the <html> tag. This change will not be copied to documents based on the template unless you insert this tag in the <head> section of your template:

<!-- TemplateInfo codeOutsideHTMLIsLocked="true" -->

1. Do I add the tag in the head of the template?

2. Is the code block needed for all the pages based on the template, it looks like code from the cart page?

3. The site is working perfectly on a local testing server so how detrimental would it be to leave the code block where it is?
