File upload problem

I seem to be having a problem uploading larger files with DFP although I've increased the PHP variables. My current settings are:

upload_max_size = 10M
post_max_size = 15M
memory_limit = 32M
max_input_time = 180
max_execution_time = 180

I tried to upload a 1.5M photo and received this error:

Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 12288 bytes) in /home/content/45/8552745/html/webassist/file_manipulation/helperphp.php on line 865

What can I do?
