PowerCMS breaks CSS layout and menu

I've tried the fix but am now not able to get to the admin log-in page. I was able but now am getting the following error from Chrome:

This webpage has a redirect loop
The webpage at users_login.php?accesscheck=%2Fadmin_cms%2Findex.php%3F has resulted in too many redirects. Clearing your cookies for this site or allowing third-party cookies may fix the problem. If not, it is possibly a server configuration issue and not a problem with your computer.

I'd think it's my connection, but am able to get to other sites and was actually able to get to the login page once, but when I tried to login I couldn't reach anything. Any ideas? I was thinking I was close to a solution here!
