Strange Menu Display Problem

I am developing a site that uses multiple CSS Menus on pages. Until a few weeks ago it was behaving just fine. Now when I visit the site with a browser that has not viewed it the menus do not display until the link (which is still active and available) is clicked.

Once a browser has displayed the page things are fine. I can even clear the cache and it still displays. The problem occurs both on a localhost server running Apache, or on a hosted site.

I thought it was perhaps a Web Fonts issue -- I can remove the Web Fonts code and the problem remains.
