Checkout Problems with ECart

I have been trying to figure it out but I am confused. I had a site set up that worked all the way to the paypal confirmation. But we weren't getting any kind of email notification of a purchase. I also had to change the paypal account and it is getting worse. I tried to just back track and set up a new shopping cart and checkout but I am getting an error when I try to create with the checkout wizard. It says:

Checkoutwizard.htm, the following javascript error(s) occurred:

In file "WA ecart Checkout Wizard"
InitalizedUI not defined.

Should I delete my original checkout and confirm pages? How can I change the paypal account? How can I get their contact information from them from the shopping cart pages?
