Adding Footer Pages Using CMS

I would like to add to Footer Pages a layout such as this only in a column format under these headings: How would I go about adding this format using the CMS in PS4 as I have tried creataing Main Pages ie Our Company but you cannot add anything under that.... Any suggestions would be greatly appreciated
