SA not Working

I think I'm not getting my Access Rules Manager properly set.

I have a Users db set with username, password, and also a level field. The Login page and code works; I cannot get the various admin pages restricted. One of the pages is newsArticles.php -- when I run the Access Pages Manager and the access code is added I get the DW CS5 error message:

"Dynamically-related files could not be resolved because the site definition is not correct for this server."

If I comment out this:

<?php require_once( "WA_SecurityAssist/Helper_PHP.php" ); ?>

the site definition error goes away. Of course I get another error because the code following the include_once depends on the commented out file.

I'm using CS5, Windows 7 64 bit, and Apache 2.2. . .
