Change "Add to Cart" behaviour?

When I first setup a shopping cart for the client, they wanted the "Add to Cart" to overwrite if the item was already in the cart.

Now the client wants the behaviour to "add another item" rather than overwrite.

I can see that these are all options while creating the "add to cart" but is there an easy to to make this one change within the code. I have looked several different places but can't seem to find it.

Any help would be appreciated. I really don't want to re-build the "add to cart" for all the different pages. It would be much easier to just change the value.
