Not recieving file more than 4mb

Hmmm.. I have a form in my website.. k.. My max_execution_time is 30 & i cant change it.. So my users usually send me files which are above 3mb.. nd by 30 secs it wont get transferred. Then da page goes to thankyou.php page. Users feel they have sent da file but i dont receive in email.. so is thr any way to take them to a FAILURE.PHP page whn da email isnt sent to me..? I have a failure.php page.. so i want them to taken dr if file isnt sent to my mail..
Or can i change da value of max_execution_time using some script ..? previously u had some codes.. but den i didnt undrstnd whr to paste it.
JASON CAN YOU PLEASE EXPLAIN ME PROPERLY STEP BY STEP..
I would be very thankful please help..
