Install to it's own folder

Can I get instructions on how to "install" PowerCMS to it's own directory/folder.

Here is one of the things I have tried but with no success:

In Dreamweaver: (prior to adding PowerCMS to site)

Right click on the top directory (site root folder) >
Choose New Folder >
Name it "PowerCMS" >

Now do I create a test page in that folder/directory "PowerCMS"?

Save it >
Add a paragraph >
Select it >
Menu Webassist >
"Add content to PowerCMS" >

I have not been successful so far.
