How do I change the checkout

When I first set up my check out pages, I did not have tax included. My business at the time did not require tax. It has changed since then and I am not sure how to get back into the check out wizard to make a change. Do I have to start it from scratch and if I do will it recreate, duplicate or edit all the pages? Thanks for any help.

You can probably just update the cart object and add the tax rule in the tax tab without updating any pages.
