Paypal Extension will not activate

The activation process used to work fine.

I have just downloaded and installed the Dreamweaver tools for paypal. The activation window comes up requesiting a serial # - I enter this and it tellls me this has been verified. When I go to activate it I get an error saying.....

"Unable to connect to server - Your firewall or anti-virus software is blocking the online activation . Disable all firewall and antii-virus sofrtware aand try again. If you continue to have problem submit a techinal support request"

the firewall is turned off on my PC.
