Discount Shipping on one item

I am having real problems getting the shipping to changed based on an item. I have my shipping charges coming from UPS - and everything is being automatically calculated. However I have a few items that do not weigh very much (like bumperstickers). I can not get a value of .3 to show up - it is changing the same shipping as it would for say a t-shirt. I have tried to add another shipping rule to minus $2.00 based on a specific item number - however it does not do anything.

So basically, I have ups generating the charge, and I need to figure out how to discount that shipping charge based on particular items.

Any help would be appreciated - I feel like I have tried everything.

The additional shipping rule, or discount, would be the way to handle this. What exactly did you try?
