Fluid state of Menu

Howdy.. I was wondering if there was any way to make the menu not fluid. I have a few pop up menus that have the menu in the popup but they really don't need it..yet the page is linked to my template and I really don't want to detach it. I want to make the whole menu one solid width so it wont be fluid any way to do that?

Do you have an example? It seems like you could just give it a width in the css.
