Relational database help

I need someone who can scope out and perform building a relational database that would present recommended products dynamically to the site viewer. Also, the site owner would like the ability to suggest related products.

are you looking for a whole database, with this as one element, or do you have an existing database to which you want to add this feature ?

I can provide a database or database elements to enable any number of related products, which can be fully editable through an interface
