Windows User Button in Database Starter Kit Tutorial Does Not Work

I'm starting to listen to the Database Starter Kit_PHP and in the Overview lesson it says I should click the appropriate button for my operating system to install MySQL and PHP. When I click the button nothing happens. I did look through the downloads to see if there was a pdf file, but did not find one.
