I'm clicking on the preview in browser button in DW first I get an access denied pop-up window and then the browser opens saying 404.3 error message. Can I use IE to view these sample pages?

This is most likely a problem with your site settings in dreamweaver or your server configuration. You should be able to test and browse pages with a proper configuration.
